The regulation of a suitable engine operating temperature is controlled by the coolant thermostat. If the engine is too warm, the thermostat directs cooling water to the radiator. If the temperature is too low, it closes the water circuit again. So if the engine does not warm up properly in cold weather and long motorway journeys, the thermostat may remain open. So it is defective. Only a replacement will help.
